About Us

DSP is a private, non-profit organization dedicated to the improvement of the central business district. The property owner-funded district provides a unified voice for the 176 property owners and over 400 retail businesses located within the 66-block district. Together, the constituents work for the advancement of Downtown by strengthening relationships with local and regional governments and citizen-based organizations in a public-private partnership.

The DSP oversees the maintenance, safety and revitalization programs financed by the 66-block management district. The district is roughly bounded by H Street to the north, 16th Street to the east, N Street to the south and the Sacramento River to the west. The 66-block district is located within the central business district C-3 zoning area. The district’s four benefit zones include the Civic Center, Old Sacramento, Shopping Center/Capitol Mall and K Street Corridor.

The DSP was established by property and business owners in 1995 and was the first PBID in the state of California. It was established as a proactive private sector initiative to stabilize downtown streets and initiate economic development and marketing initiatives. Since its inception, downtown property owners have renewed the PBID twice with a 90% ballot approval rating in 2000 for a 5-year term and in 2005 for a 10-year term. The district is up for renewal again in 2015.
